This verse was revealed in response to the saying of the hypocrites: 'When we return to the city, the mightiest will certainly expel the humblest from it.'
يُرِيدُونَthey intendأَنَّهُمْthat they areالْأَعَزُّthe mightiestوَأَنْand thatرَسُولَthe Messengerاللَّهِof Allahوَالْمُؤْمِنِينَand the believersالأَذَلُّthe humblestفَبَيَّنَSo Allah clarifiedاللَّهُAllahتَعَالَىthe Exaltedأَنَّهُthat Heلَاnoعِزَّةًmightلَهُمْfor themفَضْلًاlet aloneعَنْthat they beيَكُونُواthey areهُمْtheyالْأَعِزَّونَthe mightiestوَأَنَّand thatالْعِزَّةَthe mightلِلَّهِis for Allahوَلِرَسُولِهِand for His Messengerوَلِلْمُؤْمِنِينَand for the believers
They intend that they are the mightiest, and that the Messenger of Allah and the believers are the humblest. So Allah clarified that there is no might for them, let alone that they be the mightiest, and that might belongs to Allah and to His Messenger and to the believers.

The implication of the saying of the hypocrites is that the Messenger Muhammad (peace be upon him) and the believers are the ones who will expel the hypocrites, because they are the people of might, and the hypocrites are the people of humiliation. And for this reason, they used to think that every shout was against them, and that was due to their humiliation and panic. And they were when they met those who believed, they said, 'We believe', out of fear and cowardice, and when they secluded themselves to their devils, they said, 'Indeed, we are with you; we are only mocking.' And this is the utmost humiliation.

As for the believers, they were proud in their faith; Allah said about them in the debate with the people of the Book: 'Say: If they turn away, then say: Bear witness that we are Muslims.'
