Its meaning: I loved you. The address to Moses, peace be upon him, is because of His saying: (And I cast upon you a love from Me)

And some of them said: I cast upon you a love from the people; and the casting is from Allah; that is: whoever saw you loved you. And this is witnessed by the fact that a woman of Pharaoh, when she saw him, loved him and said: 'And do not kill him; may he benefit us or we take him as a son.' [ القصص : 9]

We would say: Yes! Based on the principle, and it is that the verse, if it is capable of two meanings with no contradiction between them; then it is carried on both of them; so Moses, peace be upon him, is loved by Allah, Exalted and Glorified; and loved by the people; if they saw him, they loved him; and the reality is that both meanings are intertwined; because Allah, the Most High, if He loves a servant; He casts His love into the hearts of the worshipers.

Allah loved him and made him beloved to His creation.
