أَنْthatيَقَعَoccurs،وَلَاand notيُمْكِنُcanأَنْtoيَتَخَلَّفَfailure
That it occurs, and cannot fail.
الْقِسْمُthe sectionالثَّانِيsecond :إرَادَةٌwillشَرْعِيَّةٌlegitimate :وَهِيَand it isمُرَادِفَةٌsynonymousلِلْمَحَبَّةِto love؛فَـso(أَرَادَ)(wanted)فِيهَاin itبِمَعْنَىmeaning(أَحَبَّ)(loved)
The second section: Legitimate will: it is synonymous with love; so (wanted) in it means (loved);
فَهِيَso it is:أَوَّلًاfirstتَخْتَصُّis specificبِمَاto whatيُحِبُّهُlovesاللَّهُGod؛فَلَاso notيُرِيدُwantsاللَّهُGodالْكُفْرَdisbeliefبِالْإِرَادَةِby the willالشَّرْعِيَّةِlegitimateوَلَاnorالْفِسْقَimmorality
First: It is specific to what God loves; God does not want disbelief by the legitimate will, nor immorality.
ثَانِيًاsecondly:أَنَّهُthat itلَاdoes notيَلْزَمُnecessitateفِيهَاin itوَقُوعَoccurrenceالْمَرَادُthe desired؛بِمَعْنَىmeaningأَنْthatاللَّهَGodيُرِيدُwantsشَيْئًاsomethingوَلَاand notيَقَعَoccurs؛فَهُوَso HeسُبْحَانَهُGlory be to Himيُرِيدُwantsمِنَfromالْخَلْقِcreationأَنْtoيَعْبُدُوهُworship Him،وَلَاand notيَلْزَمُnecessitateوَقُوعَoccurrenceهَذَاthisالْمَرَادُdesired؛قَدْmayيَعْبُدُونَهُworship Himوَقَدْand mayلَاnotيَعْبُدُونَهُworship Him؛بِخِلَافِunlikeالإِرَادَةِthe willالْكَوْنِيَّةِuniversal
Secondly: It does not necessitate the occurrence of the desired; meaning that God wants something and it does not occur; so He, Glory be to Him, wants creation to worship Him, and it does not necessitate the occurrence of this desired; they may worship Him or they may not worship Him; unlike the universal will.
يَلْزَمُnecessitatesفَصَارَso the differenceالْفَرْقُthe differenceبَيْنَbetweenالإِرَادَتَيْنِthe two willsمِنْfromوَجْهَيْنِtwo aspects:۱1الإِرَادَةُthe willالْكَوْنِيَّةُuniversalيَلْزَمُnecessitatesفِيهَاin itوَقُوعَoccurrenceالْمَرَادُthe desired،وَالْشَّرْعِيَّةُand the legitimateلَاdoes not۲2الإِرَادَةُthe willالشَّرْعِيَّةُthe legitimateتَخْتَصُّis specificفِيمَاto whatيُحِبُّهُlovesاللَّهُGod،وَالْكَوْنِيَّةُand the universalعَامَّةٌgeneralفِيْمَاabout whatيُحِبُّهُlovesوَمَاand whatلَاnotيُحِبُّهُloves
The difference between the two wills has two aspects: 1- The universal will necessitates the occurrence of the desired, and the legitimate does not. 2- The legitimate will is specific to what God loves, and the universal is general in what He loves and what He does not love.
فَإِذَاSo ifقَالَsaidقَائِلٌthe speaker:كَيْفَhowيُرِيدُwantsاللَّهُGodتَعَالَىExalted be Heكَوْنًاa universeمَاwhatلَاnotيُحِبُّهُloves؛بِمَعْنَىmeaningكَيْفَhowيُرِيدُwantsالْكُفْرَdisbeliefأَوْorالْفِسْقَimmoralityأَوْorالْعِصْيَانَrebellionوَهُوَwhile Heلَاnotيُحِبُّهُloves؟
So if the speaker says: How does God want a universe that He does not love; meaning: How does He want disbelief, immorality, or rebellion while He does not love it?!
فَالْجَوَابُThe answer:أَنْthatهَذَاthisمَحْبُوبٌbelovedإِلَىtoاللَّهِGodمِنْfromوَجْهٍone aspectمَكْرُوهٌdislikedإِلَيْهِto Himمِنْofآخَرٍother؛فَهُوَSo it isمَحْبُوبٌbelovedإِلَيْهِto Himلِمَاfor whatيَتَضَمَّنُit containsمِنْofالْمَصَالِحِbenefitsالْعَظِيمَةِgreat،وَجْهٌwhileمَكْرُوهٌdislikedإِلَيْهِto Himلِأَنَّهُbecause it isمَعْصِيَةٌa sin.
The answer is that this is beloved to God from one aspect and disliked to Him from another; it is beloved to Him for what it contains of great benefits, while it is disliked to Him because it is a sin.
وَلَاAnd notمَانِعٌpreventingمِنْfromأَنْthatيَكُونَit isالشَّيْءُthe thingمَحْبُوبًاbelovedمَكْرُوهًاdislikedبِاعْتِبَارَيْنِin two respects؛فَهَاThus۲۲۳223
And there is no hindrance to a thing being beloved and disliked in two respects; thus.
