قَوْلُهُHis sayingوَهُوَAnd He isالْعَلِيمُThe All-Knowing
His saying: "And He is the All-Knowing": Previously, the definition of knowledge was given, and it was stated that knowledge is a quality of perfection and that God's knowledge encompasses all things.
أَمَّاAs forهُوَHe isالْحَكِيمُThe Wise
As for Him, He is the Wise.
هَذِهِThisالْمَادَّةُmaterialح ك مH-K-Mتَدُلُّindicatesعَلَىonحُكْمٍjudgmentوَإِحْكَامٍand mastery
This material (H-K-M) indicates judgment and perfection.
فَعَلَىThusالأَوَّلِthe firstيَكُونُit isالْحَكِيمُwiseبِمَعْنَىmeaningالْحَاكِمِthe rulerوَعَلَىAnd onالثَّانِيthe secondيَكُونُit isالْمُحْكَمُthe masterful
Thus, on the first meaning, 'the Wise' can be understood as 'the Ruler', and on the second, it means 'the Masterful'.
إِذًاThusيَدُلُّindicatesهَذَاthisالِاسْمُnameالْكَرِيمُthe nobleعَلَىonأَنْthatالْحُكْمَjudgmentلِلَّهِis for Godوَيَدُلُّand indicatesعَلَىonأَنْthatاللَّهَGodمَوْصُوفٌis describedبِالْحِكْمَةِwith wisdom
Thus, this noble name indicates that judgment is for God and signifies that God is described with wisdom.
لِأَنَّBecauseالإِحْكَامَPerfectionهُوَisالإِتْقَانُmastery
Because perfection is mastery, placing things in their proper place.
فَفِيSo inالْآيَةِthe verseإِثْبَاتُthe affirmation ofحُكْمٍjudgmentوَإِثْبَاتِand the affirmation ofحِكْمَةٍwisdom
So in the verse, there is an affirmation of judgment and an affirmation of wisdom.
شَرْعِيٌّlegislative::فَاللَّهَFor Allahعَزَّ وَجَلَّthe Almighty and ExaltedوَحْدَهُaloneهُوَHe isالْحَاكِمُthe rulerوَحُكْمُواand the judgmentاللَّهُof Allahإِمَّاeitherكَوْنِيٌّuniversalأَوْorشَرْعِيٌّlegislative
For Allah, the Almighty and Exalted, alone is the Ruler, and Allah's judgment is either universal or legislative.
فَحُكْمُSo the judgmentاللَّهِof Allahالشَّرْعِيٌّlegislativeمَاwhatجَاءَتْhas comeبِهِwithرُسُلُهُHis messengersوَنُزِلَتْand was revealedبِهِيby itكُتُبُهُHis booksمِنْofشَرَائِعِlawsالدِّينِthe religion
So the legislative judgment of Allah is what has come with His messengers and was revealed in His books of the laws of religion.
وَحُكْمُAnd the judgmentاللَّهِof Allahالْكَوْنِيٌّuniversalمَاwhatقَضَاهُhas decreedعَلَىonعِبَادِهِHis servantsمِنَofالْخَلْقِcreationوَالرِّزْقِand sustenanceوَالحَيَاةِand lifeوَالْمَوْتِand deathوَنَحْوَand similarذَٰلِكَmeaningمِنَofمَعَانِيmeaningsرُبُوبِيَّتِهِof His Lordshipوَمُقَتَضَيَاتِهَاand requirements
And the universal judgment of Allah is what He has decreed upon His servants of creation, sustenance, life, death and similar meanings of His Lordship and its requirements.
دَلِيلُEvidenceالحُكْمِof the judgmentالشَّرْعِيٌّlegislative::قَوْلُهُHis sayingتَعَالَىthe Most Highفِيinسُورَةِthe Surah
Evidence for the legislative judgment: His saying, the Most High, in Surah Al-Mumtahana:
هُوَHe isذَلِكُمْthatحُكْمُthe judgmentاللَّهِof Allahيَحْكُمُrulesبَيْنَكُمْbetween you
"That is the judgment of Allah; He rules between you" [Al-Mumtahana: 10].
وَدَلِيلُAnd the evidenceالحُكْمِof the judgmentالْكَوْنِيٌّuniversal::قَوْلُهُHis sayingتَعَالَىthe Most High
And the evidence for the universal judgment: His saying, the Most High,
عَنْaboutأَحَدٍoneأَخَوَةٍbrothersيُوسُفَYusuf::فَلَنْSo I will notأَبْرَحَleaveالْأَرْضَthis landحَتَّىuntilيَأْذَنَHe gives permissionلِيto meأَيorيَحْكُمُjudgesاللَّهُAllahلِيto meوَهُوَand He isخَيْرُthe Bestالْحُكَّامِينَof judges
"So I will not leave this land until He gives me permission or until Allah judges for me, and He is the Best of judges" [Yusuf: 80].
وَأَمَّاAnd as forقَوْلُهُHis sayingتَعَالَىthe Most HighأَلَيْسَIs notاللَّهُAllahبِأَحْكَمِthe most wiseالْحُكَّامِينَof judges
And as for His saying, the Most High: "Is not Allah the most wise of judges?"
فَشَامِلٌSo it encompassesلِلْكَوْنِيِّthe universalوَالْشَّرْعِيِّand the legislativeالحُكْمِjudgment؛;
So it encompasses both universal and legislative judgment;
