Seventh: It has been informed that His mercy has encompassed everything, and that He has written upon Himself the mercy. And He said: "My mercy precedes My wrath" and "My mercy has prevailed over My wrath."

وَهَذَاAnd thisعُمُومٌis general,وَإِطْلَاقٌand unrestricted.فَإِذَاIfقَدَّرَHe decreesعَذَابًاa punishmentلَاwithoutآخِرٍend,لَمْthere was noيَكُنْthere is,هُنَاكَthere is noرَحْمَةٌmercyالْبَتَّةَat all.

And this is general, and unrestricted. If He decrees a punishment without end, there is no mercy at all.

Eighth: It has been verified that along with His vast mercy He is Wise, and the Wise indeed creates for His general wisdom, as mentioned in various places. So if He decrees to punish those whom He punishes for a wisdom, this is possible. There exist in the world the legal punishments that contain wisdom, as well as the calamities which contain great judgments. In them are purifications from sins, and refinement of souls, and discipline from them in the future for the doer and for others. In them is an admonition, and Paradise is pure; only the pure enters it. And for this reason, He said in the authentic hadith: "Indeed, they think after their crossing from the bridge, upon a bridge between Paradise and Hell, that when they are refined and pure, they are permitted to enter Paradise."

And the wicked souls that were returned to the world before the punishment for habits they were prohibited from, is not proper for them to dwell in the abode of peace which contradicts lies, oppression, and evil. So if they are punished with fire with a punishment that redeems their souls from that evil, this is reasonable within wisdom as.
