ٱللَّهُGodبَعْضُsomeٱلنُّسَخُcopiesآلَةٌtoolٱلْقُرْآنُthe Quranقَالَsaidٱلْحَاجَةُthe needٱلْعِبَادُthe servantsإِلَيْهَاto itوَكَلَامُand the speechٱللَّهُGodتَعَالَىٰthe Exaltedقَائِمٌestablishedبِذَاتِهِin Himselfوَمَعْنَاهُand its meaningمَفْهُومٌis understoodبِهَذِهِby theseٱلْأَشْيَاءُthings

Some copies of the Quran said (the need of the servants to it and the speech of God the Exalted exists in Himself and its meaning is understood by these things).

أَقُولُI sayقَالَsaidٱلْمُصَنِّفُthe authorفِيinٱلْفِقْهِthe jurisprudenceٱلْأَكْبَرِthe greater::وَمَاAnd whatذَكَرَهُhe mentionedٱللَّهُGodتَعَالَىٰthe Exaltedفِيinٱلْقُرْآنِthe QuranعَنۡaboutمُوسَىٰMosesوَغَيْرِهِand othersمِنَofٱلْأَنْبِيَاءِthe prophetsوَعَنِand aboutفِرْعَوْنَPharaohوَإِبْلِيسَand Iblisفَإِنَّfor indeedذَٰلِكَthatكَلَامٌis the speechٱللَّهِof Godتَعَالَىٰthe Exaltedإِخْبَارًاas newsعَنْهُمْabout themوَكَلَامٌAnd the speechٱللَّهِof Godغَيْرُnotمَخْلُوقٌcreatedإِنْتَهَىٰhas ended

I say, the author of Al-Fiqh Al-Akbar said: And what God the Exalted mentioned in the Quran about Moses and other prophets and about Pharaoh and Iblis, indeed that is the speech of God the Exalted as news about them, and the speech of God is not created, it has ended.

وَقَالَAnd he saidفِيinشَرْحِthe explanationبِدْءَthe beginningٱلْأَمَالِيof Al-Amaliلِلْعَلَّامَةِfor the scholarٱلْمَقْدِسِيِّthe Palestinian::إنَّهُIndeed heقَدْhas certainlyاِتَّفَقَagreedأَهْلُthe people ofٱلْمِلَّةِthe creedعَلَىٰonأَنَّهُthat heتَعَالَىٰthe ExaltedمُتَكَلِّمٌspeaksفَلَوْIfلَمْnotيَكُنْbeمُتَّصِفًاattributedبِٱلْكَلَامِby speechفِيinٱلْأَزَلِthe eternityلَكَانَhe would have beenمُتَّصِفًاattributedبِضِدِّهِby its oppositeوَهُوَand heٱلسُّكُوتُsilenceوَذَٰلِكَand thatمِنْofٱلنَّقَائِضِthe oppositesتَعَالَىٰthe Exaltedعَنْfromذَٰلِكَthat

And he said in the explanation of the beginning of Al-Amali for the scholar Al-Maqdisi: Indeed, the people of the creed have agreed that He, the Exalted, speaks. If He was not attributed with speech from eternity, he would have been attributed with its opposite, which is silence, and that is from the opposites; the Exalted is far from that.

ثُمَّThenٱخْتَلَفُواthey differedفَمَذْهَبُSo the doctrineأَهْلُthe people ofٱلْحَقِّthe truthمِنْهُمْof themأَنَّthatكَلَامَthe speechٱللَّهِof Godتَعَالَىٰthe Exaltedمَعْنَىٰthe meaningقَائِمٌis establishedبِذَاتِهِin Himselfلَيْسَis notبِحَرْفٍby letterوَلَاnorصَوْتٍvoiceلِأَنَّbecauseٱلْحَرْفَthe letterوَٱلصَّوْتُand the voiceمَخْلُوقَانِare createdوَكَلَامُand the speechٱللَّهِof Godتَعَالَىٰthe Exaltedغَيْرُnotمَخْلُوقٍcreatedلِامْتِنَاعِto the impossibilityقِيَامِof standingٱلْحَادِثَاتِoccurrencesبِذَاتِهِin Himselfتَعَالَىٰthe Exaltedإِذْbecauseهُوَhe isمِنْofأَمَارَاتِthe signsٱلْحَدُوثِof becomingوَتَمَامِهand the completenessهُنَاكَthereوَغَيْرِهِand othersأَيْضًاalsoكَـبَحْرٍas the seaٱلْكَلَامِof speechقَالَsaid::فَمَنSo whoeverقَالَhe saysأَنَّthatكَلَامَthe speechٱللَّهِof Godتَعَالَىٰthe Exaltedمَخْلُوقٌis createdفَهُوَhe isكَافِرٌa disbelieverبِٱللَّهِin Godٱلْعَظِيمِthe GreatوَandٱللَّهُGodتَعَالَىٰthe Exaltedمَعْبُودٌis worshippedلَاnotيَزَالُceasesكَمَاasكَانَwasوَكَلَامُهُand His speechمَقْرُوءٌis readأَوْorمَكْتُوبٌwrittenوَمَحْفُوظٌand preservedمِنْfromغَيْرِwithoutمَزَايَلَةٍassociationعَنْهُfrom itقَالَsaidأَبُوAbuيُوسُفَYusufرَحِمَهُmay he have mercyٱللَّهُGodإِنَّIndeedأَبَاAbuحَنِيفَةَHanifaتَوَزَّعَdispersedفِيinخَلْقِthe creationٱلْقُرْآنِthe Quranسِتَّةَsixأَشْهُرٍmonthsفَٱتَّفَقُواand agreedرَأْيَهُhis opinionعَلَىٰonأَنَّهُthat itغَيْرُnotمَخْلُوقٌis createdوَإِنْAnd ifمَنْ قَالَwhoever saysبِخَلْقِby the creationٱلْقُرْآنِthe Quranفَهُوَhe isكَافِرٌa disbelieverكَذَاsoفِيinٱلشَّرْحِthe explanation٦٦66

Then they differed. The doctrine of the people of truth among them is that the speech of God the Exalted is a meaning that is established in Himself, not by letter or voice. Because the letter and the voice are created, and the speech of God the Exalted is not created due to the impossibility of standing occurrences in Himself, because He is one of the signs of becoming, and the completeness of it is there and others also, like the sea of speech. He said: So whoever says that the speech of God the Exalted is created, he is a disbeliever in God the Great. And God the Exalted is worshipped without ceasing as He was, and His speech is read or written and preserved without association from it. Abu Yusuf, may God have mercy on him, said: Abu Hanifa dispersed in the creation of the Quran for six months and agreed upon his opinion that it is not created. And if anyone says that the Quran is created, he is a disbeliever. Thus is the explanation.
